Strange server lag

Foreign players lag server so that high bandwidth players gets low latency at their connection :

I have been playing for a long time on WBKS metro 1, and awesome latency when regulare european players are connected, ping from 5- max 50-60 are EU, however 70-100 is middle east and africa, and americans about 110.

Now when about 4-7 players from Africa joins, i tend to get this message :

The game stutter, frames drop, and the "high" pingers get advantage as you see him 7 meters away, next second he is on you with a knife, or shoot 3 shots on the chest were you think he is in real time, but no hit wereas 1 hit per player is enough.

They fail to realize its their lag giving them advantage.
