Is this normal?

I have multiple rounds of him being very bad player (not playing the objective), when he got switched to the enemy team he started doing hackusations and verbal abuse for 3 rounds until I left, I have video evidence, I can upload, but to be honest, it's waste of time for such abusive player. Should this kind of toxicity be banned?

I'm attaching few screenshots (there is more as he was spamming the chat all the time)
